Pennsylvania was one of the three states invited to participate in an initiative sponsored by CADRE, the National Center on Dispute Resolution in Special Education. The PEAL Center collaborated with the Office for Dispute Resolution’s (ODR) ConsultLine, HUNE, and Mission Empower to create resources that help provide families access to special education information. PA Quick Guides to Special Education Dispute Resolution

The Office of Dispute Resolution (ODR) provides alternative dispute resolution activities and options to avoid due process (mediation can also be used to resolve disputes instead of due process under IDEA). The alternative dispute resolution options that ODR offers have shown to be successful in helping IEP teams (families and schools) move to resolution. All of these processes are provided by ODR and each process involves a neutral, third-party participant.
